function Tasks::checkStandardConformingStrings

Ensures standard_conforming_strings setting is 'on'.

When standard_conforming_strings setting is 'on' string literals ('...') treat backslashes literally, as specified in the SQL standard. This allows Drupal to convert between bytea, text and varchar columns.
